1. Question on Notice - Town Centre Development - Holcon Obligations
Submitted by Cr Wilkins - Response by Executive Planning & Infrastructure Manager (B Stefanopoulos) - Under the approval to substantially commence the project, and generally 3 to 5 years to complete it. However, in this case Holcon has 3 years to substantially complete the basement carparking and ground-level retail, and 5 years to substantially complete the upper level residential component ... Given that Holcon has substantially commenced the project by extensive excavation there are no obligations to Holcon to progress the development provided they substantially complete the project within the given time. If this is not substantially achieved, the relevant authority (i.e. DPC) may 1) require reinstatement to original condition 2) extend period 3) require performance 4) make any other order the Court may think fit. If any order is not complied with, there is a maximum fine of $60,000 and possible charge of contempt of Court.
2. Question on Notice - Pumping Station
Submitted by Cr Wilkins - What impacts are expected in the Walkerville Council area from the desalination plant pipeline and pumping station? - Response by Mayor Whiting - "SA Water has advised that they are still designing the pipeline and had not determined the exact route, but have identified a site in that Gilberton and were negotiating purchase, and will be consulting with nearby property owners..."
3. Independent Review of Council's Decision to Remove Pistachio Trees
Moved Cr Busato, seconded Cr Reade, "That Council ... note the findings of the independent review of 'Council's decision to remove the Pistachio trees from Walkerville Tce" and inform the Walkerville Residents Associaton accordingly."
